We've created a TextSecure Beta channel for people who want to live life
on the bleeding edge, help with testing, and get advanced copies of
TextSecure releases. We'll be pushing releases to the beta channel and
testing there before releasing them to production.

To subscribe to TextSecure betas:

1) Join this Google+ Community:
https://plus.google.com/communities/114424213916773497091

2) Once you've joined the community, sign up for the beta:
https://play.google.com/apps/testing/org.thoughtcrime.securesms

The Play Store will not let you complete step 2 until you've completed
step 1.

Where's the appropriate place to report bugs/issues etc? Still on github,

Does the team review bug reports sent from within Android, using the native
Google Play error reporting workflow?

In other words, if I get a crash, and I select Report, and add a sentence
to the report describing what I was doing when the crash occurred -- does
the team have sufficient information to act on this report, and a workflow
that incorporates reviewing these crashes?

Yep, you’ll see crash browser exceptions posted in the Github issues from time to time. Creating issues is preferable at least for me, because not only do you get more information (logs before and after the exception), but you get a channel to ask clarifying questions from the person experiencing the issue.
