Why it is not possible for OWS team to assign maintainers (among volunteers)?

So we can have:
maintainer for documentation;
one for support;
other for ios development;
same for android development;
etc.

I think finding volunteers is not an issue. They would, however, need
to be vetted properly considering how strategic Signal has become.
This process would likely take a lot of time and resources.

Signal doesn't just need maintainers; it needs trustworthy maintainers.
