[whispersystems] User configurable delivery confirmations to blocked contacts

Friends,

I would like to propose that emission of message delivery confirmation
receipts to blocked contacts be user configurable.

The default setting can remain as the current behaviour (to emit). To
configure, there could be a boolean setting under Settings -> Advanced.

If there are no objections, I will attempt to write a clean patch for
peer review.
