I'm trying to understand the rationale of this commit:

The commit message says "Mark accounts as inactive if no device has been
seen for a year", but it seems to me that it also disables the
synchronization of contacts between federated peers, preventing
federation to actually function.
Am I getting it right? What is the reason for this? Is it actually
related to marking accounts as inactive?
