In my experience (galaxy S4), Signal's call button for non Signal users takes you to the dialer with the contact filed but does not auto-start the call.
I wasn't paying attention and didn't noticed the absence of the little
padlock, and if it wasn't for the presence of another app that made the
OS
offer me to pick between the stock dialer and it as the default, it
seems
the call might've gone thru unsecured.
I think it would be better if there was a confirmation screen before
starting any unsecured communication (with a "never ask me again"
checkbox,
defaulted to unchecked; and a setting to disable it as well).
